Carroll County is unusual in Arkansas because it has two county seats. The Berryville office serves the Eastern District, and Eureka Springs serves the Western District. For vital records, though, the health unit in Berryville handles requests for the whole county. Birth and death certificates are recorded at the state level in Little Rock, so either office can technically access those records through the statewide database.

How to Request a Carroll County Birth Certificate

Note: Carroll County birth certificates are state records, not county records. The County Clerk in Berryville or Eureka Springs does not issue birth certificates.

Who Can Access Carroll County Birth Records
Arkansas restricts access to birth certificates less than 100 years old under Arkansas Code 20-18-305. The registrant (if 18 or older), parents listed on the certificate, a spouse, an adult child, a legal guardian with documentation, or an attorney acting for any of these people may request a certified copy. Government agencies with an official purpose can also access records.
