How to Request a Greene County Birth Certificate

You can get a Greene County birth certificate in person, by mail, or online through VitalChek. Each method takes a different amount of time and involves different steps.

In-person requests at the Paragould health unit are the fastest option. Come in with a valid photo ID, complete the short request form at the counter, and pay $12. If you arrive before 3:00 PM, you will generally walk out with the certified copy in hand. Extra copies ordered at the same time cost $10 each.

Mail requests go to the Division of Vital Records, 4815 West Markham Street, Slot 44, Little Rock, AR 72205. Your letter must include the full name on the birth record, the date of birth, the county of birth (Greene), both parents' names including the mother's maiden name, and your relationship to the subject. Attach a clear photocopy of your photo ID and a $12 check or money order made payable to the Arkansas Department of Health. Allow two to four weeks for the state to process and return the certificate by mail.

Online ordering is handled by VitalChek, the authorized third-party vendor for Arkansas vital records. VitalChek charges a service fee on top of the $12 state fee, but orders can be placed at any time and you can choose expedited shipping if time is short. This is the best path for people outside Arkansas who cannot travel to Paragould or Little Rock.

The VitalChek platform is shown below. It walks you through each step of the order and shows the total cost, including service fees, before you confirm payment.

What You Need to Apply for a Greene County Birth Record

Arkansas requires that anyone requesting a birth certificate show a direct and tangible interest in the record. This applies to all birth records under 100 years old. When you visit the Paragould health unit, staff will ask you to complete a form and present identification before they process your request.

Have the following ready when you make your request:

  • A valid government-issued photo ID (driver's license, passport, or state ID)
  • Full legal name as it appears on the birth certificate
  • Date of birth (month, day, year)
  • County of birth (Greene) and city if known
  • Both parents' full names, including the mother's maiden name
  • Your relationship to the person named on the certificate
  • $12 payment for the first certified copy

If you are requesting on behalf of another person, bring documentation showing your legal authority, such as a court order, notarized letter, or power of attorney. Mail requests require a photocopy of ID rather than the original.

Greene County Birth Certificate Fees

The fee is $12 for the first certified copy. Each additional copy of the same record ordered at the same time is $10. These fees apply regardless of whether you request in person, by mail, or through the state office. The search fee is not refunded if the search finds no matching record.

VitalChek adds a service fee to the state's base $12. The current service fee is shown at checkout before you confirm the order. Expedited shipping costs extra on top of that. If you want to avoid the added fees, visit the Paragould health unit or send a direct mail request.

The Greene County Health Unit accepts cash, check, and money order. Call (870) 239-8300 before visiting to confirm what payment types the office currently accepts.

Who Can Access Greene County Birth Records

Arkansas Code 20-18-305 restricts birth records under 100 years old to people with a qualifying interest. Records that are 100 years old or older are public documents that anyone can request without showing a family connection.

For records under 100 years old, qualified requesters include the person named on the record (age 18 or older), parents listed on the certificate, legal guardians, spouses, adult children, grandparents, adult siblings, and attorneys acting on behalf of any of those parties. Anyone outside that list who needs access to a restricted record must obtain a court order.

Informational copies are sometimes available for requesters who do not qualify for a certified copy, but those copies cannot be used as legal proof of identity for passports, benefits applications, or other government purposes. They are useful only for personal reference or genealogical documentation.

Note: Researchers working on Paragould or Greene County family trees should check whether the record they need has already crossed the 100-year mark, since those older records are now freely accessible to the public.

Historical Birth Records in Greene County

Arkansas statewide birth registration began on February 1, 1914. Births in Greene County before that date were not recorded in any state system, so there are no official birth certificates for those individuals. Alternative sources become essential when researching pre-1914 Greene County families.

The FamilySearch Greene County genealogy wiki catalogs digitized resources including census data, church records, and early vital records. FamilySearch is free to use and is a strong starting point for anyone researching Greene County families from the 1800s or very early 1900s.

The Paragould Public Library holds local history collections that include materials not available online. Newspaper archives, family histories, and church registers in the library's collection can fill in gaps that state records cannot. For serious genealogical research, a visit to or correspondence with the Paragould library is a practical next step after checking the online databases.

Delayed birth certificates are another avenue worth exploring. When someone born before 1914 needed proof of birth for a legal or government purpose, they could file a delayed certificate backed by supporting documents. Some of those delayed records are now in the state system and can be requested through the ADH. Call (501) 661-2174 to ask whether a delayed certificate exists for the person you are researching before making the trip to Paragould or Little Rock.

Greene County Clerk and Related Records

The Greene County Clerk maintains marriage records going back to 1834. If you need a marriage certificate alongside a birth record, the County Clerk is the right office. The two record systems, birth and marriage, are entirely separate: the health unit handles births while the Clerk handles marriages.

The County Clerk also serves as the voter registrar for Greene County and manages the county's Quorum Court records. Marriage licenses are issued by the Clerk during normal business hours. For probate matters, guardianship records, and other Circuit Court filings, those go through the Circuit Court Clerk, a separate office from the County Clerk.

If you need a birth certificate to support another legal purpose, such as a passport application or court proceeding, staff at the Clerk's office in Paragould may be able to direct you to the right resources once you have the certified birth copy in your possession.
